I'm not 100% certain what may have caused this other than a some weird
hiccup in the system... I have always installed PHP as an ISAPI module not
CGI -- it might have something to do with that --
Can you recreate the issue 100% of the time?

I installed php5 and IIS webserver and configured as per the
instructions in the manual. But while browsing a php file i got an
error " The specified CGI application misbehaved by not returning a
complete set of HTTP headers. The headers it did return are:
PHP Warning: PHP Startup: Unable to l
