1) As you can see, you didn't include the lib directory of PHP 5.2.0 in
the configure script!
2) try "--with-libdir" or --libdir option!
3) If the error is still the same... please edit the "Makefile" and add
the library path by hand.

PHP 5.1.6 (I also try the latest PHP 5.2.0)

I just downloaded and installed the latest version (5.2) of the PHP
installation MSI package.
I have never had PHP installed before, so it was a clean installation.
During the installation I selected IIS 4+ ISAPI and also that I want command
line scripting.
It resulted in having:
PHP.EXE
