[PHP-INSTALL] readfile and get_file_contents don't work

I compiled PHP from source on Fedora Core 4, but I must have left something out because readfile and get_file_contents aren't working. If I try to connect to a "http://"; address I get the error "failed to open stream: connection timed out" or "failed to open stream: HTTP request failed".
