Thanks for the suggestion. I tried both options and
still got the same error.
Let me know if you can think of any other way to fix

I would try copying it to your
"C:\Program Files\Apache Group\Apache\modules\" folder then
change your LoadModule line to:
LoadModule php4_module modules/php4apache.dll
Or if you want to keep it there try this:
LoadModule php4_module "c:/php4/sapi/php4apache.dll"
