Instead of switching hosting companies, why don't you just install
phpMyAdmin on your webspace, that way you can control your mySQL databases
in a far more user-friendly way than SSH will let you do

I've been using UK Linux (www.uklinux.net) both at home and at work and
they really have been excellent.
From their various types of membership I think you would be able to find
a level of service that you want within the price range you suggest.
