Both Marek and Asegu have raised a very valid point about
upload_max_filesize < post_max_size
hower Chris seems to have set this in megabytes but the limit kicks in
to place at 11 KILO bytes. That's why i am convinced it's either an
apache setting or a proxy getting in the way.
