i think that Oracle 7.3.4.0.0 does not support the oci extension or vize
versa,
Oracle 8i does, that's what i know for sure. so try it without the
oci-extension.

I'd use $_GET['var'], personally, just because it's a waste of time and
memory to assign it to another variable, plus you don't have to worry

and say that if they were active in the past X minutes, then they are
"online". How you'd do that is save a timestamp along with your
session_ID in the database and update it whenever the person does

Write your results to a file and create a mail from the file once a day and
send it to yourself with cron, or use a database to hold the results if one
is available.
Instead of making a mail message with your loop, write information back to
the file. Format your file like this:
