Is there a way to limit the number of simultaneous connections that any
given username can make to the database? For instance, I'd like user1 to be
able to have no more than 5 simultaneous connections to the database server,
but user2 can have 15 simultaneous connections.

One of my customers is having a problem with their database causing all of
their sites to be dow
I've read the documentation for the psql commands as well as the createdb
and dropdb commands. It looks like there is no way to specify the password
on the command line. The password is always provided in the form of a stdin
prompt.
This makes it very difficult to use the commands from a shell
