FOLLOW UP FOR THE ARCHIVES:
Thanks to some assistance from another forum, I was finally able to install
version 8.2, using the filemon.exe utitlity to track down file permission
problems. Here are the changes I made. Disclaimer, I tried a lot of different
things, so it may not be everything.
Anybody else have any other suggestions?

Thanks for the response. Yes, I did. I tried a few things but did not find
anything that seemed to apply. Though it's possible I may have missed
