So I finally found the culprit. Turns out to be the THP fighting with
itself.
After running on Ubuntu
echo never > /sys/kernel/mm/transparent_hugepage/enabled
echo never > /sys/kernel/mm/transparent_hugepage/defrag
It instantly went from a loadavg of 30 to 3
