Take a look in /etc/login.conf and increase maxproc.

I'm not sure what to make of the contents, other than it doesn't look good.

I did notice an entry, in the DEBUG category that mentions fork failure. I
preformed this check with /bin/ksh, (gmake SHELL=/bin/ksh check) because I
was seeing similar errors from bas
