Steps to repro
1. Install 1.4 from here
https://www.postgresql.org/ftp/pgadmin/pgadmin4/v1.4/windows/
2. Click on Start menu pgAdmin shortcut
3. Hangs on splash screen.
4. Uninstall
5. Install 1.3 from here
https://www.postgre
environment.
I am installing as administrator for use by non admin user.

Disabling proxy in IE does fix this.
However I cant do this as I lose internet access.
Adding localhost or 127..0.0.1 to bypass lsit doesn’t work either.

I just changed from Windows desktop to SERVER_MODE with apache and it is
completely different app.
So much faster. Looks like there is something seriously wrong with the Qt
implementation.
Plus I only have to install it once.
It’s a pain to setup in server mode though.

package and then use browser to access.
It’s a bit more work but I am happy with pgadmin4 after that.
4 second startup
expanding nodes sub second.
You also have the added benefit of a single install for the network,.
IMH
A 32 second startup time and a 2-6 seconds to expand each node is encouraging?

It used to take longer. Now, after starting up the times are comparable to
pgAdmin3.
