This is a new computer (i'm new in my company) so this is my first install
of pgadmin on this machine.
The pgadmin4.log file is also empty for me.
The splash screen is displayed, then pgadmin CPU usage fall to 0, its cpu
counter do not move.

and found I needed to install the following:
qt5-default
python-dev
libqt5webkit5-dev
That's what i had to install too. Before the make.
That was enough to build the runtime - of course, there's more to do

I am assuming, you're using the linux.
Please check the log files for the pgAdmin III (i.e. ~/pgadmin.log) for any
clue for failure.
The last option is to rename the ~/.pgadmin3 (settings file for pgAdmin
III) on any linux environment.
