Considering that Postgres 9.2 itself is still officially supported for another
year, I wouldn't expect pgAdmin 4 to not support it. -- Darren Duncan

I use PgAdmin 4.1.1 on OS X 10.11.6 to upgrade my PostgreSQL database,
from 9.2 to 9.6. I previously make dump with PgAdmin 3. Then I use
PgAdmin 4.1.1 to restore on new database. After I finish with the
restore dialog and click OK, a green pop up shows up and says "Restore
