Can you reinstall your services with logging enable (option -l)?
C:\Program Files\pgAdmin III\pgAgent INSTALL pgAgent -l 1 -u postgres -p secret
hostaddr=127.0.0.1
dbname=postgres user=postgres
And check your Event Viewer.
