Thanks for your answer and yes I forgot to attach my image,
But I found a solution to my problem,
I changed lc_messages in my postgresql.conf file and it stay like this
lc_messages = 'en_US.UTF-8'
Now is functioning.

I am using postgres 9.5 enterprise and if I want to move or upgrade it 9.6
enterprise version then what are steps required and is it done by any
patching or we have to completely upgrade from. 9.5 to 9.6
