Version you tested: 1.18.1
Open command line
phpadmin3
Clicking on "Add a connection to server" button on the left of main
menu results in following content app
"Are you running the latest version from the beta website? If not, try
the newest stuff. " link to http://www.pgadmin.org/snapshots that is
404.

My app create table when it starts other pc but at my pc it didn't create
