I installed pgadmin3-1.8.4 from source at linux.
Here is the configure:
./configure prefix=/cis/local/xnat-dev/xnat/pgadmin
with-pgsql=/cis/local/xnat-dev/xnat/xnatdb
with-libxml2=/cis/local/xnat-dev/xnat/opt/xmlinst
