I added the postgres lib directory to ld.so.conf and ran ldconfig. Now
a new error pops up:

Can you try switching logging to Debug (under File -> Options -> Logging) and recreating the error please? That might help us see where the error actually occurs. Oh, and please send the log of course :-)

I'm using pgAdmin II v 1.4.12 under Windows NT. I've downloaded
pgMigration v1.4.12 (after initally trying pgMigration v1.5.60),
installed it to H:\Program Files\pgAdmin2\Plugins (which is where
pgAdmin is installed).
I've run regsvr32 "H:\Program Files\pgAdmin2\Plugins\pgMigration.dll"
When using slackware package I get:
./pgAdmin3: error while loading shared libraries: libpq.so.3: cannot
open shared object file: No such file or directory
For me, libpq.so.3 is located in /usr/local/pgsql/lib/libpq.so.3
Is it looking for the postgres library in some other location?

Does pgAdmin use the ODBC driver anymore? or is are client libs compiled
in statically?
