It'd be real nice if I could make pgadmin's help window be not on top. Most
apps have an option in the help thing to have the window be on-top,
not-on-top, or default (i.e. whatever the help file suggests).

Thanks, fixed. As it leaked into 1.4.0 (and shouldn't - I thought I had
already fixed it), I have refreshed the current version.
Unfortunately, this means that the 50 or people who were quick off the
mark may want to download the fixed version...
