Also please share a screenshot for the binary path from preferences
I am not able to reproduce the issue with the latest pgAdmin docker image.

Could use some help if anyone has ideas.
OS is dpage/pgadmin4:latest ( version v4.27) docker container
Highlight a db table and then use pgAdmin Tools -> Import/Export
Get a blank pop up dialog box with the header, "Utility not found".
Firefox dev console shows: GET http:///import_export/utility_e
