Sorry, I was wrong, it turns out the 4.13 installer ran under my other
windows.

thanks for the awesome work with pgadmin4, I love the app so much!
I've just started using it, the latest setup 4.13 dmg does not open,
without any error message. 4.12 dmg opens fine, I managed to launch the app.
