Right click on the Servers line in the left hand column. A menu should appear
with two entries, create server, and create server group. Selecting create
server will invoke a dialog where you can define a connection to any existing
database cluster.

You rapidly confuse the systemd process if you manually start/stop/restart
PostgreSQL by hand. Always use the service or systemctl command for doing
anything.
