There is no error in the startup log, and you've already clean installed
everything.
But I noticed one thing. The date in the log is 17.08.2020 09:55:40 - which
is 17 Aug 2020. Does it have something to do with this ?

and .pgadmin..
You'll find these files in your windows user directory.

Shutdown pgAdmin, rename the file pgadmin4.db to pgadmin4.db.bak in
directory - %APPDATA%/local/pgAdmin or %APPDATA%/roaming/pgAdmin, and then
try starting pgAdmin again.

Fix actually worked!
Pgadmin4 v4.28 started up normally.
Maybe some software changed the default values of this registry key.
It would be great if it was set automatically during installation.
