I do have pgAdmin4 v.1.3 (not v1.5) installed with
postgresql-9.6.2-3-windows-x64.exe - and it works well when started
directly from its own folder.
I suspect, that those two environments may disturb each other, but cannot
see see how.

You don't have the PostgreSQL installer from EDB or BigSQL on that machine do
you? They have their own separate copies of pgAdmin.
