Seems like your initial setup is not run for pgAdmin. Try below:
1) Stop pgAdmin service if running.
2) On a terminal, run - /usr/bin/python3
/usr/lib/python3.6/site-packages/pgadmin4-web/setup.py
3) You should be prompted for email and password.
