After taking the latest pull from git HEAD:
1. Install all Python dependent packages
`$ pip install -r requirements.txt`
2. Install all NPM packages
$ cd web and run yarn install
3. Run pgAdmin4 server and browse to 'http://127.0.0.1:5050'
`$ python pgAdmin4.py`
