The test coverage is about as high as I can push it, so I'm resolving
this ticket.
In r24198, some of the content of runstep() was refactored into 4
internal subroutines, which were then tested in 2 new test files.
File holding framework for writing tests for this configuration step was
committed to trunk Oct 21 2007 in r22362. Tests do not yet provide high
coverage due to obstacles in testing runstep(). You are encouraged to
poke around and add tests.
