I don't know to much about Window Eyes, but you can read .PDF files with
Jaws.
But there are some parts of Adobe that aren't accessible with Jaws.

This depends on what program you use to play the OGG file. I use
Winamp to play Ogg Vorbis files and if you press Alt three either
while the file is playing or after you've played the file a dialogue
box will appear with a lot of information about the file including
the bit rate.
