I have a tape deck. However, I would like to copy some books I receive from
the library for the blind and physically handicapped. This might be
illegal, however, I could read them at a later date.

You can use sound forge, the reverse options to reverse the right channel
of a stereo tape deck, thereby making your book available to you, then
change the sample rate from 44,100 down to 22,050Hz thereby also getting
the pitch right. I do it all the time.
