to use the plug-in, go into winamp preferences and choose dsp plug-ins. Tab to the list of available plug-ins and arrow to choose Pacemaker. I've seen the plug-in functin differently on different systems and different versions of it, but most likely you will be in a dialog with three sliders.

There is a free program called Audacity on SourceForge.org. IT has a menu item to slow speed. You might also consider a program called Tabledit. This program creates tablature files which can blew played as midi files at various speeds. There are a lot of tab files online already created by oth
