Hi Caroline,
Soundforge will do this very nicely. When you save to mp3 format, you will
have the choise of what size template to use, 128 bit, 64 bit, etc.

http://s11.yousendit.com
You can upload files up to 1 GB and the recipient receives a link to
download the file. Works very well.
