There are scripts out there that make skype an accessible program with jaws,
just like there are scripts out there that make itunes a working program
with jaws.

The CDG's are just the lyrics and instructions as to where and how to
display them. The audio can be ripped as anything you like, then
combined with the CDG and played in such karaoke players as the Python
PyKaraoke player, which is not all that speech-accessible.

I've used it before. I found it easy to use and accessible. It isn't
free, which is why I didn't mention it in my first note, but it is
cheaper than Soundforge, which I've never used. I'ts my understanding
that both Goldwave and Soundforged are acessible.
