What Fcc rules? To have a reggiler am or fm radio transmiter, it requiers you to have an Fcc licence to use them to brodcast. Satellite radio isn't govirened by FCC rules and reggilations. But if you ask me, XM has some katching up to do consurning the blind. - Original Message - From: "
