I found with beta15 that the TLS loopback test runs indefinitely, as
there is now sufficient data passing to hold off the inactivity timer.
The attached patch works for me.

I'm putting together a new Windows build that has some TAP driver
changes, including a Vista fix and support for x86_64 (amd64).
Can someone who has built 64 bit versions of tap0801.sys and
tapinstall.exe indicate whether any patches were required against the
standard TAP-Win32 sources + OemWi
