So I seemed to have missed my first PPB meeting due to time zone
confusion on my part, but I read the IRC logs and agree with what was
decided, especially around openstack-common. I wanted to emphasize one
point mentioned that things like the new volume and network service
should not depend on nova

I'm starting to think that openstack-common may be bad approach for
some of the things we've been talking about sticking in there. Instead,
we may want to create other projects such as openstack-auth,
openstack-logging, etc. If we start shoving things all into one
package, it may be harder to break

basic process is they get proposed by anyone and reviewed by PTLs/Release
manager and approved for discussion at the summit. Thierry, feel free to
