I believe Eric Windisch did at one point run OpenStack on a pi. The problem is that it's got so little ram, and no hypervisor. Also at least it USED to not be able to run docker since docker wasn't crosscompiled to arm at the time. It's a terrible target for openstack. NUCs on the other hand...
