Sha, As you noticed the vif_plug_notification does not work with cells under the stock confiuguration. In icehouse/juno we simply ran with vif_plugging_is_fatal is false and set the timeout value to 5 or 10 seconds iirc. Sam Morrison and made a patch and Mathieu Gagné help updated it, to fix
