You just click the "review" button under the change list on Gerrit. It should
then take you to a screen where you can see inline comments waiting to be added
and enter an overall comment as well.
The comment system in Gerrit really should be a bit more intuitive.

removed from the standard install because devstack was installing it from
GitHub.
