patches. I think it's time we address when we can abandon these stale

So we're at 24+ hours again in the gate[0] and the queue only
continues to grow. We currently have 6 ci/alert bugs[1]. Please do not
approve of recheck anything that isn't related to these bugs. I will

So over the weekend we have successfully moved our jobs in-tree with
zuul v3 thanks to Emilien's hard work. There are a few outstanding
issues with some stable branches that he is working on. Additionally
we have switched scenario001 and scenaio003 to non-voting due to Bug
