As Adam stated, it could be any of those reasons. Mainly look for the
credentials defined under [service_auth] section of lbaas conf file. Most
importantly the credentials, tenant (or project) name should be the same as
the user that created the container. This is assuming you aren't using
ACLs'.

As it's Juno, I assume you are using LBaaSv1. If that's the case, as
Brandon pointed, there's no subnet-id switch in the "neutron
lb-member-create" command.
Having said that you still use the subnet-id in both the following commands:
neutron lb-pool-create
