[Openstack] VNC can't show older versions of Ubuntu Server

Hi! We have problems to view vnc console of Ubuntu Server instances of older versions. The server respond ping and everything is ok, but without console is a problem to troubleshoot this server in the future. Can you help me? Is normal with older versions of ubuntu? Thanks ___
