We managed to resolve this issue, there was a pyOpenSSL version
installed to /usr/local/lib/python2.7/dist-packages/OpenSSL that was
creating a conflict for python-glanceclient.
We removed the above version and our issue has been resolved.

correct. Please note that the ML2 plugin is currently not supported when
working with the Vmware driver. You should use traditional nova networking.

The resize operation is successfully after I moved the two settings to the
[DEFAULT] section of the nova.conf at both the Controller and Compute
nodes.

I see the cinderclient tool allows a non-privileged user the ability to
list endpoints for all services.
Is there any reason not to update the cinder policy file to disable this
behavior , and, can anyone tell me the policy that would need (adding)
updating.

One feature that would be nice is if Expires, and Max-Age would reflect
the value of 'X-Delete-At:'
That way objects at the edge would expire the same time the object is
deleted at origin.
I will pass this onto internal dev and send it back upstream for possible
inclusion.

sorry, what I wanna say is cinder.conf.
You can run cinder-manage host list on controller and volume node.
If the outputs are different, then check db connection conf.
