So the problem here doesn't seem directly related to autoscaling with
ceilometer.
Rather it results from the way heat only validates credentials for the created
stack in certain circumstances (specifically if a ScalingPolicy, HARestarter, or
WaitConditionHandle is contai

performance for our setup (we have 23 hosts with 12 4TB disks each).
