I am using openstack grizzly with three nodes controller, network and
compute. I want to assign floating ip to vms at boot time, by using quantum
for network. I am unable to get proper document. Can any body suggest how
to proceed.

The services start with the ports defined in the configuration files.
Since it looks like you want to run several servers on the same machine, I
