I posted a message on openstack-dev. The short version is that we need a
mechanism for deconflicting userids between multiple backends. I expect
to have this hashed out at the Juno summit.

Incidentally, were the release notes recently added? RC2 candidates are all
being released and I found no release notes on any of the program thus far.

KS Federation was originally planned for Icehouse RC2 but was later
postponed until the Juno release with priority since there was a
disagreement re approach. Or something along those lines. But it won't be
included with Icehouse
