Can someone explain this error? It comes up every time and fails the whole
deployment.

the Fuel Master runs a NTP server.
Tweak a bit the conf, by `fuelmenu` on the Master CLI: Go to Time Sync.
You can configure internal or disable NTP at all (even if not recommended).

The customer doesn't have an internal NTP server to use and when I try to
run fuel-createmirror, it errors out FATAL saying archive.ubuntu.com does
not support rsync then dies.

Yes you can build your own local ntp server and this should be fixed with that
looks like it cannot go out to sync the time with what has been set in fuel.
Have you set your ntp before you run the fuel server? It is in the boot option
to change it.
