There would definitely be a good transition period. We're only talking
about doing this in a new major revision of the compute API (v3), which

I do think that making neutron the default in devstack would be a good
step to make. I can't think of a good reason to hold off on it. It
will automatically make it so many more developers are using neutron,
which should help shake out
