Ensure that all your services are running. i.e all nova services. Many of
the times nova-* services are down. You get into these kind of issues on
horizon and connection refused issue.

quick observation. Why are you running the last command with local ip
address i.e (127.0.0.1)

Can you run this with
your appropriate IP ?

Thanks for responding. When I access the tab it throws the error
"http:///horizon/savanna
resource is unavailable. After this it throws "Un authorized error". I saw
these errors in browser after setting everything to debug.

Main issue :
After Havana multi-node setup, when I create the an instance it always gets
into either "Scheduling" or "Error" status. VM never gets into running
state. I'm using nova-network.
Any hints ?

I had strange issues when I directly took tarbal only for swift and
keystone. I did setup for cloud-archive to havana as suggested. After this
I followed the normal instructions to setup the keystone etc. It was fine.
