Check for other errors or warnings further up in the log file.
Check the Cinder API log for clues why Cinder API doesn't start. If your
DevStack is a recent version, the command journalctl -u devstack@c-api
is likely to show you the log. You may also have a c-api log file,
usually under /opt/stack

I read your question and I'm in same boat, document is not clear enough rated
haproxy node.
I have 3 infra nodes and I don't have dedicated LB so I'm planning to use one
of infra node as my lb. So question is I can make any one of node make as my
external VIP which will facing out
This ip will be automatically set.

OSA will configure the IP on the haproxy node for you when it configures the
haproxy node.

internal_lb_vip_address: 172.29.236.9
is above IP address we need to setup manually on haproxy node or
ansible does that?
